Spoiler just in case it has anything to do with story or you want to figure it out yourself Spoiler yesterday i went there for the first time, i ran all over the map then noticed one place where it could be. that way was for some unknown reason to me blocked by a wagon/cart/horse carrige. The only way to get past that was to either use Leap Slam(you need the right kind of weapon equiped so you can use it) or Lightning Warp which is a spell and everyone can use those.
